Call for Projects and Transit Funding Information
This webpage is dedicated to providing member agencies and potential applicants with information regarding any Call for Projects for federal transit funding currently being administered by StanCOG. Information on the webpage is subject to change depending on the particular funding program and cycle being implemented. All updates will be posted on the webpage as they become available.
Measure L Community Connections and Rail Services Call for Projects
Measure L is a 25-year, ½ cent sales tax which was approved by Stanislaus County voters in November of 2016. Over the course of the 25-year plan according to the Measure L Expenditure Plan, it is estimated that $960 million dollars will be generated for local transportation investments. Measure L funding will serve as an investment that will leverage future local, State, and Federal grant opportunities.
Measure L includes an allocation for Other Transportation Programs and Services which includes:
- Point-to-Point Services for Seniors, Veterans, and Persons with Disabilities – funds are allocated to the MOVE program;
- Transit Services -funds are allocated directly to the public transit providers, Stanislaus Regional Transit Authority and Turlock Transit;
- Community Connections; and
- Rail Services
The Community Connections and Rail Services categories do not have a direct allocation. Funds will be awarded on a competitive pre-project basis as described in Measure L Community Connections and Rail Services Guidance. Eligible applicants for the Community Connections and Rail Services funds include StanCOG, the ten local jurisdictions (Ceres, Hughson, Modesto, Newman, Oakdale, Patterson, Riverbank, Turlock, Waterford, and Stanislaus County), and the transit agencies in the region. Federal Fiscal Year 2022 Federal Transit Administration Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities Program Grant Funds Call for Projects
Pursuant to the Moving Ahead for Progress in the 21st Century Act (MAP-21), the Stanislaus Council of Governments (StanCOG) is working with the California Department of Transportation (Caltrans) Division of Rail and Mass Transportation to administer Federal Fiscal Years 2020 and 2021 (FFYs 20-21) Federal Transit Administration (FTA) Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities Program grant funds.
The FTA section 5310 grant program is intended to enhance mobility for seniors and persons with disabilities beyond traditional public transportation services and Americans with Disabilities Act (ADA) complementary paratransit services. For FFYs 20-21, the State of California is receiving approximately $20 Million in Federal Grant funds for Large Urbanized Areas and $15 Million for Small Urban and Rural communities.
Eligible applicants include state or local government agencies, private non-profit organizations, and operators of public transportation. StanCOG is responsible for scoring applications and completing a prioritized project list for the Stanislaus region in accordance with FTA Circular C9070.1G. The project(s) selected will be submitted to Caltrans for further statewide competition.
FTA mandates that at least 55% of funding is used for Capital (Traditional) Projects and no more than 45% of funding be used for Expanded (Operations) Projects. Below are the funding amounts made available to the Stanislaus region.

The FTA 5310 grant program is intended to enhance mobility for seniors and persons with disabilities beyond traditional public transportation services and Americans with Disabilities Act (ADA) complementary paratransit services. For FFY 18-19, the State of California is receiving approximately $14 million in 5310 apportionments for eligible projects from the FTA.
Eligible applicants include state or local government agencies, private non-profit organizations, and operators of public transportation. StanCOG is responsible for scoring applications and completing a prioritized project list for the Stanislaus region in accordance with FTA Circular C9070.1G. The project(s) selected will be submitted to Caltrans for further statewide competition.
