Congestion Management Process (CMP)

A Congestion Management Process (CMP) is an important Federal requirement in the metropolitan transportation planning process, as it employs an objectives-driven, performance-based approach to planning for congestion management that ensures that investment decisions are made with a clear focus on desired outcomes.

With the 2020 Congestion Management Process (CMP) update, the Stanislaus Council of Governments (StanCOG) has employed a new and innovative approach using transportation analytics that takes advantage of the availability of "big data" gathered from mobile phones. This 2020 CMP was cooperatively developed by StanCOG and a Steering Committee comprised of local, state, and federal representatives to provide a region-wide transportation strategy. By design, the CMP provides reliable and timely information on the current performance of the Stanislaus transportation system to be used to inform StanCOG's Regional Transportation Planning/Sustainable Communities Strategy (RTP/SCS) process.
