Regional Housing Needs Allocation (RHNA)
The Regional Housing Needs Allocation (RHNA) process allocates the State of California’s future housing needs to each County throughout the State. The State of California requires the Department of Housing and Community Development (HCD) to identify housing needs for each region in response to projected population and household growth. State law (Government Code 65584) further mandates that each Council of Governments (COG) distribute the RHNA (as determined by the State) to each jurisdiction within the COG’s region. The Stanislaus Council of Government is the agency charged with overseeing the RHNA process for jurisdictions in Stanislaus County.
The 2014 RHNA Plan has been developed by the Stanislaus Council of Governments (StanCOG) in accordance with the requirement of the State of California.
